529 Fees Recovery Scholarship
Important Information regarding ineligible school withdrawals in North Carolina.
If you use 529 money for an ineligible or non-qualified school in North Carolina, the earnings portion of that withdrawal is treated as a non-qualified distribution and subject to taxes plus penalties.
What You’ll Owe
For a non-qualified 529 withdrawal, you are responsible for:
- Federal Income Tax: Earnings are taxed as ordinary income.
- 10% Federal Penalty: Applied to the earnings portion.
- NC State Income Tax: Earnings are taxed as state income.
- NC Plan Fee: A one-time $50 processing fee (if using the state plan).
Note: Your original contributions (basis) are always returned tax and penalty-free; charges apply only to the earnings slice.
Exceptions & Nuances
The 10% federal penalty may be waived in specific cases (death, disability, or military academy attendance), but simply choosing an ineligible school generally does not qualify for an exception.
What We Cover
For students who complete the Program, we cover 100% of the fees and taxes listed above, excluding the $50 NC Plan Fee.
What You Need to Do
Fill out the 529 Fees Recovery Form and submit it upon completion of the program or when you file your taxes, whichever occurs first.
What You Will Receive
A refund of the covered fees and taxes via check within 10 days of approval, mailed to the address on file.
